During the second survey conducted from June 29 to July 6 by Institute of Business Freedom (IBF), Ukrainian entrepreneurs identified as the worst the following factors that influence on their activities: 1) the effectiveness of the judiciary (-4.21); 2-3) the use of credit and awareness of SME support programs implemented in Ukraine by international institutions (by -3.94); 4-5) corruption and raiding and level of government support (by -3.75). And if April claims of the largest employers were concerned only about direct functions of state bodies, in June this list item was fulfilled, including the possibilities of self-development business (p.3).
Factors with “+” sign in April have not changed. They showed areas that belong to the competence of entrepreneurs (education staff, use of information technology and modern means of production, etc.). The state received only one positive (though the highest among the 25 factors of the Index) assessment – “easiness of business registration” (1.04). However, we must not forget that the Index scale has indicators from “-5” to “5”.
“The Index fell in June compared to the index in April because of dissatisfaction with the level of informing businesses of the opportunities of development in domestic and international markets, – says Yaroslav Hobta, IBF President. – The demand for this kind of information is growing rapidly, entrepreneurs themselves seek to resolve the crisis, without waiting for help. If demand increases and supply does not have time for it, then there is always dissatisfaction. Central and local authorities, international and public institutions should seriously step up in efforts to overcome the lack of information that happens every day, even despite the summer, becomes a bigger obstacle for small and medium businesses.

The “Index of freedom and opportunities of entrepreneurship in Ukraine” initiated and implemented by the Institute of Business Freedom (www.ibf.com.ua) – Ukrainian public organization, that has experience of implementation of such projects since 2002. The Index, which partners are prominent companies and NGOs, is supported by the Public Councils MEDT and DRS. Methods of forming Index are surveys conducted by Ukrainian entrepreneurs through the IBF website, Facebook and e-survey for the target audience. The Index is formed by 25 factors – 5 blocks and 5 questions in each. In 2016 IBF is planning on making 5 waves of the survey. In 2016 IBF is planning on making three survey waves of the Index in late August, October and December.
