Compared to the last survey (June 2016),the Index has risen in 10-point scale by 1.11. However, the general trend for all 25 factors which is formed in the Index remained unchanged. The factors that have demonstrated significant growth or decline over the last two months, are: financial difficulties, tax policy, lack of government support, corruption, the state of the judicial system in the country, and development of Ukrainian SMEs. Traditionally, the least critical the entrepreneurs reacted to “corporate factors of influence” – the factors on which they have a direct impact. Information and communication factors are located in the middle between the worst and the best levels – as well as it happened in June.
According to the IBF experts, critical attitude of entrepreneurs towards the business situation in Ukraine is likely associated with the holiday season and traditional decline of business activity in August. Despite the fact that July and August in Ukraine had some positive business news and alerts, they, however, did not have a significant impact on public opinion.
The results of the third survey of the Index are as follows:
The highest rates are:
1) easiness of business registration (2,70); 2) the use of information and communication technologies (1.30); 3) education and competence of staff (0.83); 4) the use of innovative technology and modern means of production (0,43); 5) the use of marketing instruments (0.35).
The lowest rates:
1) the use of credit resources (-3.48); 2) the effectiveness of the judicial system (-3.39); 3) corruption, raiding (-3.30); 4) the level of support from the state (-3.26); 5) ease of closing a business (-2.91).
The “Index of freedom and opportunities of entrepreneurship in Ukraine” initiated and implemented by the Institute of Business Freedom (www.ibf.com.ua) – Ukrainian public organization, that has experience of implementation of such projects since 2002. The Index, which partners are prominent companies and NGOs, is supported by the Public Councils MEDT and DRS. Methods of forming Index are surveys conducted by Ukrainian entrepreneurs through the IBF website, Facebook and e-survey for the target audience. The Index is formed by 25 factors – 5 blocks and 5 questions in each. In 2016 IBF is planning on making 5 waves of the survey.
