Without the development of small and medium businesses there is no strong economy, and without strong economy there is no strong country. When on 1 January, 2016 the Agreement of free trade zone between Ukraine and EU was signed, a new stage of development and integration of Ukraine into the world economy began. It will be a long and difficult path and it requires constant evaluation of the processes that occur in the country considering Ukrainian society.
The most effective evaluation of business climate condition can be done by businessmen themselves.
The “Index of freedom and business opportunities in Ukraine” was created for this very purpose – to receive regular independent “market” assessment of the changes that take place in Ukraine and concern the business environment.
The “Index of freedom and business opportunities of Ukraine” was founded and implemented the Institute of Business Freedom (IBF) – Ukrainian public organization, which has been experiencing implementation of such projects since 2002. Index, which partners are well-known companies and public organizations, is realized with support of the Public Council under Ministry of Economic Development and Trade of Ukraine and the State regulatory service of Ukraine.
Methodology of the Index formation is achieved by conducting surveys of Ukrainian entrepreneurs every two months by the IBF website, Facebook and e-targeted surveys. The index is based on 25 factors – 5 blocks with 5 issues in each one that somehow affect business today, and have been identified by the entrepreneurs. Each time the voting lasts 168 hours (7 days) and relates to a period in which it takes place.
In 2016 the survey are conducted in the last week of April, June, August, November, and January 2017.
Index does not claim to have sociological accuracy, but it is, in our opinion, sufficiently balanced to reflect the position of entrepreneurs. IBF team is constantly working on the improvement of the project.
Our goal in 2016 is to make this survey an application tool for business and government, as well as to increase the project scale up to the region level and five flagship sectors of the Ukrainian economy.
